Abstract

The focus of the presentation will be on WHO General Program of Work (GPW) 14 (2025-28) preparation and Implementation in changing world context and WHO strategic priorities in the coming years as reflected in new GPW 14.

It will provide a brief introduction on WHO overall program budget managerial process including application of Result Based Management in Programme Budget (PB), middle-term GPW, biennium strategic planning and proposed biennium draft PB development, biennium operational planning, resource management and financing, implementation and monitoring, as well as assessment.

Speaker Bio

Wu Guogao graduated from English Department of Shanghai University of International Studies in August 1976 and School of Public Health, University of California, Los Angeles (UCLA) with MPH in June 1990. 

From August 1976 to June 1999, he served in Division of International Organizations, Department of International Cooperation, Ministry of Health (now National Health Commission) as a Program officer, Deputy Division Director and Division Director responsible for health-related collaborative programs with World Health Organization (WHO) and other UN agencies. He worked in Regional Office for the Western Pacific of WHO(WPRO) as an External Relations Officer responsible for resources mobilization, protocol and liaison and coordination of collaboration with UN agencies and other multilateral organizations and non-governmental organizations from June 1999 to June 2010; as Senior Program Management Officer (equivalent as Deputy Representative) for WHO country office in Viet Nam responsible for general management of the office, program management, coordination and facilitation of technical cooperation in health with the country from July 2010 to Dec 2012; and as Executive Officer of Program Development and Operation responsible for overall program management including human resources, collaborative activities and technical meetings planning, and program budget preparation, monitoring and assessment in WPRO from Jan 2013 to September 2016.

After retirement from September 2016, he worked as STC/Senior PMO for WHO country offices in Cambodia and View Nam from March to Oct 2019; as Senior PMO (Temporary appointed professional, TAP ) for Division of Pacific Support in Fiji from Feb to April 2021; Coordinator of Program Development and Operation(TAP) from May to Dec 2021 for WPRO; Senior PMO (TAP) for country office in Laos In May and from August to September 2022; and Coordinator of Program Development and Operation (TAP) from Feb to September 2023 for WPRO.
